Every figure comes from the document named beneath its line. The = sign marks the lines where the requirement is identical for both fuels.
Annex III of Directive (EU) 2018/2001 gives both fuels the same figure per kilogram — 43 MJ — and different figures per litre: 32 for petrol, 36 for diesel. The whole of that difference turns out to be density, which lives in an entirely separate document: EN 228 allows petrol 720–775 kg/m³, EN 590 allows diesel 820–845. Multiply the middle of each range by the same 43 MJ/kg and out come exactly the two figures the directive prints for a litre.
So «diesel is more economical», in the part that belongs to the fuel itself, means no more than «diesel is denser»: a 55-litre tank is about 4.7 kg heavier and carries 220 MJ more, which is 12.5 %. Everything else that separates the two on the road happens in the engine, not in the litre.
Why the numbers can be trusted. Every countable number here is computed from data rather than typed in, and the sheet must pass 10 independent checks before it is allowed to build — how many items there are, the order they come in, and the claim in the highlighted box itself. If one fails, there is no file.
